Mobile SEO is SEO performed on the assumption that mobile is the primary surface. Since mobile-first indexing became the default, 'SEO' and 'mobile SEO' have collapsed into nearly the same thing — desktop now reads as a consistent extension of the mobile experience.

Three axes carry most of the weight. First, parity: the same primary content has to exist on mobile, or the index will use the trimmed version. Second, mobile Core Web Vitals. Third, that taps, forms and other interactions actually behave on small screens.

Responsive design is the start, not the finish. A responsive layout can still ship heavy scripts that lag on mobile or inject ads that spike CLS — both of which mobile SEO will count against you.
